C. considerando che l’indice medio di indebitamento per la zona euro era del 70,6% nel 2005 e di circa il 69,4% nel 2006 e che si prevede che scenderà al 68% nel 2007; considerando che la forbice tra il minore ed il maggior indice di indebitamento era superiore ai 100 punti percentuali del PIL sia nel 2005 che nel 2006 e che si prevede che la situazione rimarrà immutata nel 2007; considerando che tali cifre continuano ad essere molto superiori al valore di riferimento del 60% per il rapporto tra debito pubblico e PIL, che è uno dei due pilastri del Patto di stabilità e crescita (PSC),
