AC. considerando che le diverse tradizioni costituzionali ed elettorali degli Stati membri fanno sì che l'età minima per l'elettorato passivo vari nei 28 Stati membri tra i 18 e i 25 anni e che l'età minima per l'elettorato attivo sia compresa tra i 16 e i 18 anni; che l'armonizzazione dell'età minima per l'elettorato attivo e passivo sarebbe altamente auspicabile al fine di garantire un'effettiva uguaglianza elettorale tra i cittadini dell'Unione e consentirebbe di evitare discriminazioni relativamente all'aspetto più fondamentale della cittadinanza: il diritto di partecipare al processo democratico;
AC. whereas the minimum age for eligibility to stand as a candidate across the 28 Member States varies between 18 and 25, and the minimum age for eligibility to vote ranges from 16 to 18, due to the divergent constitutional and electoral traditions in the Member States; whereas harmonisation of the voting age, and of the minimum age for candidates, would be highly desirable as a means of providing Union citizens with real voting equality, and would enable discrimination to be avoided in the most fundamental area of citizenship, namely the right to participate in the democratic process;
