Quest’atteggiamento rassegnato si è ulteriormente rafforzato quando nel 2005 il trattato costituzionale europeo, l’ultimo tentativo di trasformare comunque, almeno parzialmente, l’Unione europea di Maastricht in un’unione politica, è stato bocciato nei referendum di Francia e Paesi Bassi, nonostante la ratifica del trattato da parte 18 Stati, di cui due, Lussemburgo e Spagna, tramite referendum.
This attitude of resignation was reinforced when the Constitutional Treaty for Europe – the latest attempt to transform the European Union of Maastricht at least partly into a political union – was rejected by referendums in France and the Netherlands in 2005, even though 18 states had ratified Treaty, two of them – Luxembourg and Spain – also through referendums.
